Start with protection, smoke or ecology, then examine the methods and limits. The collection includes evidence supporting treatment, critical findings and published disagreement.

The 27 report references are all linked below, alongside selected additional sources. This is not an exhaustive list of Australian HRB research or a calculation of national net benefit or harm. Some papers require library access; abstracts, repository records and author-uploaded copies are linked where identified. Resources and researchers have not endorsed this site.

Beyond the headline figures

What needs a fuller assessment?

These are questions for investigation. They are not a finding that every program creates each harm, or that burning has a negative net outcome nationally.

  1. Who benefits, who is exposed, and who can afford protection?

    Map fire protection and smoke exposure across the whole affected area. Ask whether households, outdoor workers, schools and aged-care facilities can act on warnings, and who pays for filtration, safe indoor space or property upgrades. RFS guidance on smoke and susceptible groups ↗

  2. Water, soils and catchments

    Assess sediment, nutrients and recovery after planned fire alongside avoided wildfire effects. A direct Victorian study found only minor effects from its burns; severity, burn pattern and rainfall still matter. Read the catchment study ↓

  3. The full carbon balance

    Compare treatment emissions, avoided wildfire emissions and changes in living vegetation, dead wood and soil over time. Emission-only and full carbon-pool models can give different results. Read both modelling approaches ↓

  4. Operational feasibility and crew exposure

    Include suitable weather windows, escapes, coordination, staffing and maintenance. Assess smoke exposure during planned work alongside safer conditions for later suppression. This page has not estimated occupational illness or escape rates. CSIRO on practical benefits and limits ↗

  5. What happens between a burn and the next wildfire?

    Look beyond the immediate fuel reduction to regrowth, habitat recovery, drought and interactions with the next fire. Effects on animals can also follow changes in shelter and predator pressure.   6. What counts as success, and who checks it?

    Ask for observed protection and exposure, prediction accuracy, uncertainty and alternatives alongside hectares treated. Trace commissioners and reused assumptions through to policy. A useful overview of protection, biodiversity and practical limits. Describes benefits from targeted burning and concerns about more frequent treatment and climate-driven expansion.

Read with this limit: A synthesis spanning different evidence types; its summaries and ratios are not a universal estimate for every forest or burn.

Analyses 7,878 articles and identifies geographic concentration and gaps between disciplines. Useful for asking whether health, ecology and forest management are considered together.

Read with this limit: Maps research coverage, not the net effectiveness of HRB. It does not establish who funded the entire literature or prove manipulation.

Smith HG, Sheridan GJ, Lane PNJ, Sherwin CB (2010). Paired Eucalyptus forest catchment study of prescribed fire effects on suspended sediment and nutrient exports in south-eastern Australia. International Journal of Wildland Fire 19:624–636. ↗

Two Victorian catchments provide direct prescribed-fire evidence. The burns examined had only a very minor effect on sediment and nutrient exports.

Read with this limit: Patchy, mostly low-severity burns and local rainfall conditions matter; this does not establish negligible effects in every catchment.

Bradstock RA et al. (2012). Modelling the potential for prescribed burning to mitigate carbon emissions from wildfires in fire-prone forests of Australia. International Journal of Wildland Fire 21:629–639. ↗

The simulations suggest limited potential for net emissions reductions in the temperate eucalypt forests studied; burning more can add emissions even when average fire intensity falls.

Read with this limit: Modelled emissions, not a complete measured ecosystem carbon balance. Read the later carbon-pool model below as well.

Volkova L, Roxburgh SH, Weston CJ (2021). Effects of prescribed fire frequency on wildfire emissions and carbon sequestration in a fire adapted ecosystem using a comprehensive carbon model. Journal of Environmental Management 290:112673. ↗

Includes carbon storage as well as emissions. Under its assumptions, increased prescribed-fire emissions were approximately offset by reduced wildfire losses, with limited abatement and no significant emissions penalty.

Read with this limit: A model for the studied ecosystem, not a national accounting result. Different carbon pools and assumptions help explain why emission-only comparisons can differ.

Measurements around 18 Sydney-region burns show how exposure changes with weather, distance and time of day. Evening pollution spread farther and could include areas upwind.

Read with this limit: A regional sample including three cultural burns. Its study-specific hourly threshold is not a current national health standard; observed distances are not a safe-distance rule.

Read with this limit: Governance research is a different kind of evidence from fire-behaviour experiments or a calculation of net health benefit. Listed for further reading, not as proof of a quantified HRB effect.

These links have different purposes. A university news article explains a study; an organisation’s response records its position; an official strategy sets out a policy framework. None substitutes for the underlying methods.

Explains how fuel reduction can slow fire and assist suppression, why weather matters, and why burning is one tool among several. A useful starting point for understanding the practical case for HRB.

The association’s response to claims about forest flammability, with links and references to supporting research. This is a professional position statement, not itself a new field experiment. The cited studies should be assessed on their own methods and landscapes.
